The Loop Apartments is a workforce housing development comprising 185 units within 166,134 square feet of residential space, totaling 267,308 square feet. The six-story building consists of four levels of wood-framed modular housing built over two levels of post-tensioned concrete parking.
RISE manufactured, transported and set all modules for the project. The building design incorporates extended floor chassis decks, ceiling bump-outs and a mix of exterior finishes, creating a high level of articulation that reflects the Rocky Mountain region’s aesthetic beauty, while representing one of the most complex and challenging modular housing projects in North America.
The site presented significant logistical and workforce challenges. The mountainous geography, limited on-site space and tight site constraints in Jackson, Wyoming, made transporting and setting modules extremely difficult. Modules were staged 30 miles south in Alpine, WY, due to the scarcity of vacant land closer to the site. Additionally, the region’s severe shortage of skilled labor meant nearly all on-site workers had to be sourced from out of town, with limited housing and extended travel adding complexity. On-site management was critical to coordinate the placement of modules in this constrained environment. Despite these challenges, RISE’s team successfully manufactured and delivered the modular units on time, on budget and with exceptional precision.
The apartments range from studios to three-bedroom units (528–1,150 square feet), designed to maximize space and style. The building features resort-style amenities, including a fitness center, game lounge, hot tubs, clubroom, rooftop deck, dog wash, subterranean parking garage and shared workspaces with WiFi lounge. Outdoor spaces include BBQ areas and firepits, creating opportunities for social gatherings and community engagement.
Offsite construction was a great resource to overcome the scarcity of local labor. It enabled site work and module production to proceed in tandem, keeping the project on schedule despite the remote location and challenging logistics.
Building units off-site reduces on-site labor requirements, minimizes rework and improves budget predictability, mitigating the impact of limited local workforce availability. This approach helps deliver high-quality workforce housing within financial constraints.
This project demonstrates how the meticulous planning and repeatable processes of off-site construction can overcome extreme site conditions and scarce local labor, protect building components from weather during construction and deliver durable, high-quality housing with a dynamic design regardless of budget.
Factory construction minimizes material waste and optimizes transportation, reducing environmental impact. Repeatable modular processes further enhance resource efficiency throughout the project.
Limiting on-site construction and work at height reduces risk for workers. The modular approach supports safer, more organized operations in a tight, remote and challenging site environment.
Off-site fabrication and careful staging reduce noise, traffic and on-site congestion, minimizing disruption to the surrounding community.
